Sir,

I have the honour to acknowledge the receipt of your letter No. 32497/1901 dated the 18th September, enclosing a copy of a despatch from the Governor of Hong Kong and authorising us to supply two colour embossing presses, stamp duty stamps &c.

In reply, we have to inform you that we have given instructions for the presses and the stamp duty steel plates to be prepared. The presses, together with the over-embossing dies and a supply of vermilion ink will be sent to the Colony as soon as completed. The indent for stamp duty stamps will be executed at as early a date as is possible on the completion of the stamp plates.

We enclose a confidential report on the subject of over-embossment of adhesive stamps for transmission to the Colony.

If the Colony decides to adopt escutcheoning as explained in the report, the quantities of escutcheoning materials required should be stated. The cost of materials is given at the end of the report.
